A free server that never idled would be a permanent cost, and would be resourced the same way a paid one is. Instead, free servers sleep automatically when nobody is connected, and wake when a player joins.

What this means in practice:

• Someone can always connect. Waking is automatic; your players do not need to start anything.
• The first player in pays a short wait while the server wakes. After that it behaves normally.
• It suits learning and small communities rather than a permanently busy world, which is exactly what the size of the plan is for.
